Create a character who was born blind, has felt the sun on her face but never seen it. How does she feel about the world around her? What does she think things look like when she hasn't seen them and doesn't know what colour looks like?
Now, she is offered risky surgery which could let her see, at least some limited vision. Assuming she takes the risk what is the first thing your character wants to see?

If it were me and the risks were potentially fatal, I would leave things as is; if the only risks were that it might not work, I would take the chance.
